Mr Carlo Borghini is the Assistant Secretary General for
Executive Management at the NATO Headquarters in
Brussels. He has overall responsibility for management
of the Headquarters, and is the Secretary General’s
primary advisor for NATO-wide management issues.
Prior to this posting, Mr Borghini was appointed
Executive Director of the @Shift2Rail Joint Undertaking
(S2R JU) in 2016 and was responsible for the overall
management of the S2R JU activities.
After November 2021, with the establishment of
Europe’s Rail JU, the universal successor of
@Shift2Rail, he continued in his role of Chief Executive
of the new partnership.
Mr Borghini has held senior management positions at corporate level in different domains in
private and international organisations. He was the Deputy Executive Director for the
SESAR Joint Undertaking (SJU) in Brussels from 2008 to 2014, and prior to this was
Director and Chief Financial Officer (CFO) for the International Fund for Agricultural
Development (IFAD), a specialised Agency of the United Nations based in Rome (2006 –
2008). As official of the European Commission (2001 – 2006), he covered the role of Head
of Internal Audit Unit in DG BUDG. In the private sector, he worked in M&A, private &
investment banking and other industries.
Mr Borghini holds a Master’s Degree equivalent in Business Economics and speaks Italian,
French and English. He is married with three children.
